I always bring this one up but...... why can't you still have the option to buy a rejected scout? Should be fair game for everyone. Let's u save up for them, the same option everyone else has when they go on auction.

Are we reducing EOS abs to 21 for all players or only for newly scouted players? Not sure it's going to be fair to remove essentially a year's development EOS from some players. Not entirely sure it's needed to remove a year of EOS if we remove the x15 (etc) abs from the game.
Even looking at it again, this might actually kill youths off a bit. You're getting 1/3rd of the abs you'd get normally which is way too hard of a correction. Abs for 2nd and 3rd skills aren't a great solution at all, they have a minimal effect in the game when it's only 4 extra secondaries over the course on 1 player? The only position that will benefit from the secondaries are really midfielders as that's worth at least a little to their influence on the game in AM/DM positions.
I think the abs issue needs another look as it's going to have a far stronger effect than we think, extra secondary abs aren't a huge plus - definitely not worth spending 250m or so on. Free scouts are okay but there's no guarantee of a good one. It ends up 250m for a few gambles on youth scouts and extra secondary abs which isn't a huge bonus. In return you're losing an extra x10 on your EOS abs and a year of EOS growth. I really don't feel like anyone gains anything useful out of a change like that. Surely for balance it should give 5/7/8/9/10x abs, pulled back a little but not all the way given where the average in game rating is? If not, then surely some guarantee of better scouts (rather than free ones) as it's a huge outlay for clubs who planned long term with these academies and sacrificed in the short term for them.
Reduction from 15>5 is losing 66% of your overall gains, per season. Not only that, you're losing another 20% of total EOS abs with a year cut. A defender making a routine 45 tackles per season would've gotten 3375 EOS abs in the current circumstances, that now would drop to 900. Surely this is a bit too much of an overcorrection.
Even a striker with 150 shots/goals over a season (for 5 seasons) would've had 11,250, now down to 3000. We're talking about a complete cut off of 73% of all youth abs through EOS means, which is ridiculously harsh on youths.
Going to 5/7/8/9/10x abs would give the defender 2250 over 5 seasons and 1800 over 4, a respective 33% decrease or 47% decrease with a year less.
Striker would've ended up with 7,500 over 5 seasons at the 33% decrease with x10, a season less bringing on average 6000, the 47% decrease.
Maybe some of these changes are needed for strikers only, and not other positions? Strikers to have their EOS cut at 20 instead of 21, and get only x5/x10 abs because these changes have the potential to ruin all other positions for youth development.

thanks for your in depth reply, in a way you are correct in saying clubs need more from youth academies, for a maximum 250 million investment it should be a greater progression for those clubs youth in those early development years between 17-20
so those with state of the art youth academies should be seeing greater return than a public park
the end of season bonus is the best way of separating the haves from the have nots, but we need to be careful to select the correct multiple
i have had a look at the Elite League since season 19 when we changed to 22 games per season, looking at the average stats from our top players (records)
Passes average = 90.6 Assists = 10.07 Shots = 140.9 Goals = 21.7 Tackles = 61.3 Saves = 267
If this was applied to players during a season he would gain onto his skills Keeper = 1335 Defender = 1226 Midfielder = 1107 Forward = 1138
this is without knowing deductions or extra abs for shots off target, yellow and red cards, random victory, random defeat,
remember these abs were awarded to the very best performers so we have to imagine everyone else was less than this
but IMO progression should be about performance, clubs who win more and stay in cups longer are always going to gain more abs per season than others, that's why we have a gap between Elite and Div1 and Div1 and Div2, and it shows in the squads, but that is true to life
what we don't want to do is have players gaining over 1000abs per season naturally during a season then giving them 2000-3000 more by our multiplier value
getting a 17 year old 20 skilled will be the gold mine if you have a good academy ie level 4 but only a handful have and they have scarified to get that but we cant guarantee them good youth, its random and fair for everyone
if you get a 19 year old skill 20 or 21 you still have 2 seasons to work on him, even if you get him 2 or 3 skills above his age by that time he will turn out to be a good first team player, just not a super star
so in short i do agree with you academies need end of season multipliers instead of a flat 5 for everyone but it need to be set at a level that doesn't bring us back to where we are
ie Level 0 = 4 Level 1 = 6 Level 2 = 7 Level 3 = 8 Level 4 = 9
